No Flooding Yet in Saint John

Saint John lucky so far when it comes to rising water levels along the Saint John River Basin.

Karl Wilmot with River Watch tells CHSJ News the city remains a half a meter away from it's initial flood stage of 4.2 meters.

Wilmot says forecasters are not expecting water levels to reach flood stage in the city in the immediate future, but that could change as the week goes on.

He says generally in Saint John water levels rise as water comes down river, but then drops accordingly when the tide goes out in the Bay of Fundy.

Wilmot says the province will re-evaluate flood levels again on Monday to determine the forecast for the rest of the week.

So far, Fredericton has seen the worst flooding with water levels half a meter above flood stage.

Police Still Investigating Prowling Incident

The Major Crime Unit is still looking for whomever was prowling around homes in the Forest Hills area during the early morning hours of Wednesday morning.

Police advising you to check out your property and report anything suspicious.

A warrant issued by a Saint judge for 24-year-old David Andrew Breau who is descried as Caucasian, 5 foot 9 weighing 150 pounds.

Anyone with information on Breau's whereabouts is urged to contact City police at 648-3333 or Crimestoppers at 1-800-222-TIPS (8477).

Air Tank Leak Diverts Traffic

Police on scene at 430 Grandview avenue after an air tank started leaking. 

Traffic is being diverted from the area and Grandview avenue is closed from Bayside Drive to Champlain Drive. 

The HASMAT Unit was called in as precaution but the leak has stopped at this time.

New Gas Prices Released

A change in gas prices on a Saturday. 

The Energy and Utilities Board listing the maximum price for self serve regular at 135.9 cents a litre. 

Diesel going down 7 cents from 135.3 to 128, and heating oil going down 7 cents to 110.1. 

Our newsroom has put a call in to the utility board to find out why there's a change at the pumps on Saturday and is waiting to hear back.

Police Look For Missing Teen

City Police want your help in locating a missing teen.

15-year-old Amber Marie Mitchell left home Wednesday morning with a change of clothes.
She was wearing a brown corduroy jacket, jeans and black sneakers.

She is about 5 foot 9 weighs 130 pounds with dark brown hair.

New Emergency Department Opens At The Regional

Officials from Horizon Health Network, the Premier, and other dignitaries among the crowd for the grand opening of the new emergency department at the Saint John Regional Hospital.

The new department features six trauma room and state of the art equipment.

President and CEO of Horizon Health Network Donald J. Peters tells CHSJ News the new facility will not only improve patient care but benefit staff as they get to work with cutting edge technology.

The new ER cost 37.5 million dollars and is paid for in part by The Give campaign of 2010.

It will open on May 13th.

Local Flooding Possible

The possibility of flooding here in the lower reaches of the Saint John River remains very real heading into the weekend.


The provincial flood forecast centre is predicting the water level in the Oak Point area will hit 4.2-metres by Sunday -- that's just a hair below the 4.7-metre flood stage in that area.

The river level here in the Saint John area is expected to hit the 3.8-metre mark by Sunday -- again just below the flood level of 4.2-metres.

People in these areas are being advised to take the necessary precautions and to keep a close watch on water levels.

Charge Laid In Death of Cult Leader At Dorchester

A Newfoundland man, 60 year old Matthew Gerrard MacDonald of Port au Port has been charged with first degree murder in the death of cult leader Roch Thériault and will enter a plea in a Moncton court next Friday.

The 63 year old Thériault was found dead near his cell at Dorchester Penetentiary on February 26th. He had been involved in some sort of altercation with another inmate and died as the result of his injuries.

Ironically, Theriault told a parole hearing in 2002 he wanted to remain behind bars at Dorchester because he feared for his safety on the outside.

Theriault, who called himself Moses, led a bizarre religious cult in the 1980's made up of concubines, 26 children and other followers. He was sentenced to life in prison in 1993 for the murder of his wife with a kitchen knife. She was eviserated during a cult ritual.

Another woman had her arm hacked off with a meat cleaver but Theriault fathered more children while in prison through conjugal visits.

Campbell Sounds Alarm Over Increasing Student Numbers

The president of UNB Saint John Eddy Campbell sounding the alarm over the predicament of getting more minds and bodies at university campuses.
He tells CHSJ News there are many roadblocks that need to be analyzed, from lowering tuition rates to getting post-secondary institutions closer to the people.

He says it's a complicated picture and he doesn't think there are easy answers but, he is sure they can figure it out.
He says increasing students numbers is vital for the future of New Brunswick.

A Gift Will Help The Saint John Y With Transportation Needs

The YM-YWCA says some major help is coming in dealing with transportation issues.
Acting CEO Shiloh Boucher tells CHSJ News a donation is being made later this month that will help improve access for the 10-thousand kids that use the Y annually.
She says there is always more than can be done but, she thinks with this donation they will be able to remove or eliminate transportation barriers to participation.
She would not elaborate on the donation but is inviting everyone out to the Loyalist Burial Ground on May 17th from 12pm to 1pm for the unveiling of the gift.

Canterbury Street Has A New Blue Parking Meter

Next time you park on Canterbury street, keep an eye out for a new bright blue parking meter.  The Saint John Parking Commission unveiling the first of several new specially designated meters for the disabled.
Chair Chris Titus says the on-street blue parking meters allow the commission to highlight parking spots uptown to better serve their customers.  More of the meters will be appearing uptown over the next couple of months.   For more information, call the Saint John Parking Commission at 658-2970.

RCMP Ask For Public's Help In Finding Girl

Codiac RCMP are asking for the public's help in finding a missing girl.

Chelsea Hartling was reported missing on Sunday.

Police say she left from home on her own accord and has not been in contact with her family since.

She was last seen wearing maroon shorts, a red and white hoody with a large square pattern, and black sneakers with purple laces. She is 5'5" tall, weighs about 170 pounds, and has brown hair and brown eyes.

It'll Be A Big Day At The Regional Hospital

Premier David Alward in town today for the grand official opening of the Regional Hospital's new Emergency Room.

Alward will join Minister of Health Madeline Dube along with senior officials from Horizon Health Network and the Saint John Regional Hospital Foundation for the event.

The new ER will be fully operational to patients and the public at 12:01am on Friday May 13.

The grand opening celebrations begin at 2pm today. The renovations began in 2008 and cost 30 million dollars.
 
His visit comes just one day after Dube announced phase one of a catastrophic drug plan will be implemented this year. That follows a petition with 83 hundred names on it gather by Terry Crowe of Saint JOhn who suffers from a severe case of arthritis.

Courageous Saint John Man To Be Honoured In Ottawa

It's going to be a big day in Ottawa for a 56 year old East Side man. Richard Frauley, who works as a landscaper, will be given the Medal of Bravery by Governor-General David Johnston.

Frauley is being honoured for helping to rescue two adults and a baby from a car that rolled over after leaving Highway 1 near Lepreau in May of 2008.

He got the family to safety before the car burst into flames engulfing it.

Seadogs Take Opener Of President's Cup Final

Over 57-hundred fans coming out for the game one of the President's Cup Final.

The Sea Dogs getting the win by a score of 2 to 1 over Gatineau after going into the third period all tied up. Simon Despres got the winner at 12:17 of the third period.

Sea Dogs Head Coach Gerard Gallant tells CHSJ News he's happy to get the win but isn't thrilled with how the team played saying they weren't sharp. Gallant concedes the 8 day layoff hurt.

With Saint John having been ranked for most of the season as the best junior team in the country, the fans expect the Seadogs to finally clinch the title after falling short to the Moncton Wildcats last season but Gallant maintains he doesn't feel any extra pressure to deliver on that.

Sea Dogs fan Tony Bourque tells us winning the President's Cup will soothe the wounds of losing out on hosting duties for the Memorial Cup next year.

Game 2 takes place this Saturday at Harbour Station. Game time is 7 o'clock.

City Police Seek Man After Break And Enter

Broadcaster Tells City Crowd Of Her Family's Struggle With Mental Illness

Broadcaster Valerie Pringle telling a crowd in Saint John about how her family is coping with her daughter Katherine's panic and anxiety disorder. After receiving treatment, Katherine is now engaged and working on her MBA.
Valerie Pringle tells CHSJ News most employers are not doing enough to deal with mental illness but, there are a few exceptions.
Canada Post has made mental health their cause of choice giving away almost 2 million dollars to grassroots organization.
She also points out the work of Bell Canada and RBC in shining a light on mental health and contributing money as well.
The Saint John chapter of the Canadian Mental Health Association hosting the annual "A Day In Her Shoes" shoe fashion show and fundraiser last night at Market Square.

Sports Groups Are Enthusiastic About Potential Field House

The proposal for a new 20 million dollar field house at Exhibiton Park has sports teams in the area buzzing with excitement.


Jean Keith with Fundy Soccer tells CHSJ News it would give teams a safe place to practice in the winter.
She says right now they are limited because they can only have about 200 kids playing in gymnasiums due to a lack of facilities.   The Exhibition Association is asking local teams to write their MPs to ask them to support the project. For more information, click here

Saint John Airport Working At Securing A Direct US Flight

The Saint John Airport is still keen to get a direct flight to the United States available to passengers. President Bernie LeBlanc tells CHSJ News he recently met with Porter Airlines and got a great response, but it can't happen at the moment.
He says they are not at the point of making any decisions because they do not have any aircraft available and every airline is trying to get their service.
In terms of a time frame, LeBlanc says Porter is getting new planes in December and April, so the airport will work to try and secure one of those for a US flight.

Former Saint John M-P Condemns Attack Ads

Former Liberal leader Micheal Ignatieff went to a gun fight armed with a knife........That from former Saint John and Fundy Royal M-P Paul Zed about the negative, American style attack ads the Conservatives used to frame Ignatieff even before the election was called.

Zed condemns the attack ads but concedes they did work because Ignatieff was not able to recover.

Zed says the Liberal party will have to rebuild from the ground up and get more women involved. He argues there's no shortage of leadership potential within the party.

As for people not knowing what the Liberals stand for these days, Zed tells CHSJ News for the past ten years the party has not been able to hone a message and will have to renew itself which should have taken place after winning a minority in 2004.

Zed maintains part of that renewal should include involving more women in the process.

Prowlers Being Sought on East Side

The Major Crime Unit on the lookout for a prowler or prowlers lurking around homes in the Forest Hills area during the early morning hours of yesterday.

Rise In Gas Prices Continues Unabated

Another week and another rise in gas prices.......Self serve regular now costs more than diesel after the weekly setting.

Self serve is selling in the city for $1.33.3 a litre. That's an increase of almost 2 and a half cents.

Diesel going for $1.32.6 which is up by just over a cent a litre.

Propane also rising by 2 and a half cents a litre and is listed at $1.11.5 with heating oil at $1.17.3 which is up almost a cent.

More Passengers Using Saint John Airport

The Saint John Airport recording a 2.2 per cent growth in passengers in 2010 with 60 per cent of traffic business related.

Airport President and C-E-O Bernie LeBlanc tells CHSJ News the Sunwing flights that leave 3 days a week to Mexico and Cuba are still widely popular.

LeBlanc says the airport normally loses money in the winter because it costs so much to keep the property plowed and salted.
 
The airport became a campaign issue when Liberal candidate Stephen Chase warned unless federal funding comes soon, there may not be an airport in Saint John a few years from now.

Exhibition Association Unveils Proposed Field House

Just picture it!!!!!!!!

That's what the Exhibition Association is asking the city to do when it comes to building a 20 million dollar field house at Exhibition Park.

The project would also see the existing Exhibition building renovated.

General Manager Blair MacDonald tells CHSJ News, because the area is prone to flooding, a drainage plan was created.

MacDonald says the one third of the 20 million dollar project will be paid for by the Exhibition Association and the city, with the hope provincial and federal funding will make up the rest.

Local Service Districts Speak Out Against Regionalisation

About 50 people coming out for a public consultation session with the Minister of Local Government Bruce Fitch.

The meeting is part of the minister's tour around the province asking for input regarding possible changes to municipal funding arrangements, property taxes and regionalizing service delivery.

Those who chose to speak to the minister were mostly from local service districts, saying they are happy with the service they get and did not want to foot the bill for other communities through regionalization.

Fitch tells CHSJ News people are passionate about their community but the reality is the current model of local government needs to change.

An action plan will be ready for the provincial government by the fall.

Police Association Weighs In On Regionalisation

The New Brunswick Police Association is throwing it's support behind the regionalization of police services in the province so everybody pays their fair share.

Association President Dean Secord tells CHSJ News people in the rural communities will most likely accept regionalization when they realize they are paying proportionally much less than the municipalities.

He says taxpayers in 17 municipalities pay 100 percent of their policing costs while 84 communities and 268 local services districts are subsidized from between 16 and 31 million dollars from the province.

LNG Terminal Undergoes Maintenance

If you see a big flare in the sky over the Canaport LNG terminal in Red Head over the next few weeks, don't worry -- the terminal is undergoing maintenance for the rest of the month.

Activities include work on a valve within the process equipment as well as the inspection of other equipment throughout the facility.

Work at the terminal will be suspended during the maintenance.

Newly Expanded Regional ER Opens Friday

This might make your next trip to the ER at the Regional a little less long.
On Friday, the Horizon Health Network will officially unveil the expanded Emergency Room.
Work on the $30 million dollar renovations began in 2008 and includes an ambulance bay with improved capacity for management of Hazmat incident requiring patient decontamination.

Speed Limit Changes Coming Next Week

If Loch Lomond Road is part of your regular commute, get ready to slow down.
New signs are going up to indicate the lowering of the speed limits next Wednesday, May 11th.
The speed limit from Bayside Drive to Linda Court will stay the same at 50 cliks an hour but Linda Court to west of McAllister Drive the speed limit will be 60 kilometres an hour.
From west of McAllister Drive to east of Hickey Road, it will be 50 kilometres an hour.
From east of Hickey Road to Evergreen Avenue, the speed limit will be 60.    For more information, call 658-4455.

New Board Of Trade Chair Is An 8-Year Veteran

An 8-year veteran is the new chair of the Saint John Board of Trade.
John Warrington is an accountant by trade and tells CHSJ News he began on the membership committee and spent a few years as the treasurer.

He says he found the Board of Trade a great avenue for personal and professional development.     He says it's been a great forum for personal growth and giving back to the community.
Warrington calls the Saint John Board of Trade a best in class orgainization known in the region as a leader in advocating for issues that impact the business community and are important to the City's future.

President's Cup Final Starts Tomorrow Night

The Seadogs have their eye on the prize.........a trip to the Memorial Cup but first they will have to knock off the Gatineau Olympiques in the President's Cup Final. 

Game 1 goes tomorrow night at Harbour Station. Seadogs President Wayne Long tells CHSJ News Gatineau presents a formidable challenge with four strong lines and the league's leading scorer Phillip-Micheal Devost who wound up with 114 points.
 
Long says the Seadogs are also potent having been ranked the best junior team in the country for most of the season with the third highest scorer this past season in Jonathon Huberdeau and he expects an uptempo series.
 
Game two is scheduled Saturday night at the Station.

Former Jail Guard In Court For Sexual Assault

There has been a delay in the sentencing of a former jail guard who pleaded guilty to sexually assaulting an inmate at the jail on Old Black River Road and in the city lockup. 

47 year old Patrick Joseph Allen has pleaded guilty to a pair of charges but maintains the sex was consensual and there were no inducements of cigarettes and meals. 

Allen is claiming he is also a victim in all this. He also disputes that part of the presentence report which states he has paid for sex with prostitutes.

The prosecution argues consent is not a defense because Allen was in a position of authority as a jail guard at the time and will be arguing against a conditional sentence. A sentencing hearing will be held on May 16th.

City Tests Emergency Alerts

The City of Saint John is testing it's Emergency Alert System.

If you are registered to get notifications, you should receive a phone call, text message or email.
In an email to CHSJ News, the City informing us the alert test will happen tomorrow due to technical issues.
The emergency alert provide a direct link between the City's EMO and the people in the case of an emergency ranging from a boil water order to an evacuation.

The Lights Are Back On In The Kingston Peninsula

Power is back on the Kingston Peninsula and in Sussex after a substantial outage earlier this morning.
A caller to our 648-3000 newsline telling us the lights were out and NB Power at the time saying more than 800 customers did not have electricity.
A quick check of the NB Power website shows zero outages in this area but, nearly 500 people are in the dark in Bathurst.

The City Watching Regionalization Discussion With Interest

The Province hosting a session on local governance and regionalization in the City tonight.
Local Goverment Minister Bruce Fitch is hosting the event.


Saint John Mayor Ivan Court says our city is the workplace for the region with higher tax rates and a small population carrying the weight of 125,000 people.
Court tells CHSJ News he wants the province to straighten out the fiscal imbalance.

He says that may mean the unconditional grant going to the areas that are supplying the infrastructure for people to live wherever they want.
Court adds he'll be pushing that issue and the cities have been doing the same for years now.   Tonight's public consultation starts at 6:45 tonight at the Saint John NBCC campus on Grandview Avenue.

Power Outage And Traffic Disruption

A caller to our 648-3000 newsline telling us about a power outage this morning on the Kingston Peninsula and NB Power is reporting more than 800 customers are in the dark.

 Another caller letting us know the lights are on at MacDonald Consolidated School.

Drivers might want to avoid City Road at Garden Street where  it becomes Station Street because construction is continuing and traffic reduced to one lane. Part of Garden Street as it runs into City Road was closed this morning.

Quispamsis Council Helps Non-Profit Group

Quispamsis Town Council throwing a lifeline towards KV3C, a non-profit group that fosters early childhood development for parents and children in the Kenn Valley.

The group recently lost its provincial funding and Mayor Murray Driscoll tells CHSJ News Council is making a one time donation of 5 thousand dollars as they search for some permanent funding.

Councillors Beth Thompson and Gary Clark voting against the donation  only because they felt the town should contribute a smaller amount.

Kingston Peninsula Residents Concerned About Mail Delivery

Residents on the Kingston Peninsula recently met to discuss proposed changes to their postal service.

The meeting was organized by the Canadian Union of Postal Workers in Saint John and Vice-President Don Watson tells CHSJ News the plan from Canada Post is to cease delivery to rural mail boxes and force everyone to pick up their mail from a community mail box or kiosk for safety reasons.

He says it's unfair for residents on the Kingston Peninsula to be treated differently from other communities.

Robbery In The Valley

There was a robbery at the Dolan Road Circle "K".

Rothesay Regional Police say one man was arrested a short time after they got the call with the help of City Police and is expected to be formally charged in court this morning.

Province Sets Mental Health Targets

The Conservative government in this Province trying to make some changes to reduce the number of people receiving treatment in hospitals and institutions.
The 7-year plan setting a target of reducing the number of days patients are in hospital psychiatric units by 15 per cent by the year of 2018.

Health Minister Madeleine Dube says more co-ordination with the justice system is also required. Several reports indicating that better mental health services could have prevented the 2007 death of Moncton's Ashley Smith in an Ontario prison.

Mayor Weighs In On Election Results

Mayor Ivan Court congratulating Conservative MP Rodney Weston on his win in the city.

Court tells CHSJ News having an MP on the same side as the government in power bodes well for the Saint John when it comes to securing funding.
 
Court says he was not surprised the Liberals had such low voter turn out in the city as it was clear their was dissatisfaction with the party going in. 
 
The Liberals ended the night in third place with 16 per cent of the vote.

Panel Reserves Decision In Smith Case Review

A three-judge panel reserving its decision today as to whether an Ontario coroner made a mistake in excluding graphic jailhouse videos from an inquest into a teen inmate's death.
The videos depict Moncton teen Ashley Smith being forcibly restrained and injected with anti-psychotic drugs in a Quebec prison several months prior to her 2007 death in an Ontario institution.
Smith's family says the tapes would give the jury a true picture of her state of mind when she strangled herself in a segregation cell while staff at the Kitchener, Ontario jail looked on.


A divisional court in Toronto heard arguments for a day and a half before Justice David Aston announced that they were undecided.
Michael Doi, the lawyer representing presiding coroner Bonita Porter, says she was fulfilling her role when she decided the tapes are not relevant. The Smith family lawyer Julian Falconer argued that refusing to admit the tapes may render the coroner's inquest, scheduled to begin on the 16, futile.

City Launches New Evacuation Route Signs

Saint John residents being told to "Follow the E" in the case of an emergency. 

The city putting up 208 blue and white triangular signs featuring a large 'E' and a directional arrow by the end of the month. 

Police Chief Bill Reid tells CHSJ News the idea is for Saint Johners to follow the signs out of the area of emergency so the first responders can get in.

Murielle Provost is the Manager for Emergency Preparedness in the city and tells CHSJ News the evacuation routes are designed to mitigate traffic jams if everybody had to evacuate at once.

In an emergency situation the public will be alerted to follow the road signs by the local media and by the Emergency Alert Service, which residents can subscribe to on the city website.

Big Changes In The Political Landscape After Federal Election

Prime Minister Harper may have his long hoped for majority government but he could also have more dissension within the ranks according to U-N-B Saint John political scientist Don Desserud.

He tells CHSJ News the M-P's from Western Canada are more conservative than their counterparts in other parts of the country and want more of a say.

Desserud suspects Harper may showcase a couple of initiatives that have particular appeal to his western base.

The New Democrats, with over a hundred seats, have never had such large respresentation in Parliament before. Desserud cautions controlling that large a group, many of whom are inexperienced in the ways of politics, will be a challenge for party leader Jack Layton.

According to Desserud, the scale of the loss might turn out to be good for the Liberals in the long run because it will give them time to so some real soul searching instead of, in his words, trying to patch up a leaky ship.

Fire Deliberately Set In North End

City Police are investigating what they are calling a case of arson.

A travel trailer on Anglin Drive was deliberately set on fire sometime after 11:00 last night.

The trailer was vacant and there were no injuries putting it out.

Weston Is Returning To Ottawa

Conservative Rodney Weston is once again the MP for Saint John.  After winning by less than five hundred votes over Liberal Paul Zed in 2008, Weston took this year's vote handily over the closest candidate, the NDP's Rob Moore, by about seven thousand votes.

Weston tells CHSJ News he feels he won because of his record.

He says Saint Johners respect the fact that he made committments in the last elections and that he worked hard to keep them.

He hopes if he's ever remembered for one thing in politics, it is that he tried to keep his word.

He says his four major priorities during his new mandate will be ensuring clean safe drinking water, more affordable housing, growing UNB Saint John, and a new YM-YWCA facility.

Saint John NDP Candidate Pumped

The NDP candidate in Saint John Rob Moir, who came in second, claims history was made by how well the party did not only in the city but the province as a whole.

Moir says alot of people voted who previously were so disaffected they didn't bother casting ballots.

 He argues Saint John M-P elect Rodney Weston will be hearing from them and will have to find solutions to their problems.

Moir says he's already looking ahead to the next campaign.

The Liberal candidate Stephen Chase came in a distant third.

Conservative Rob Moore Re-Elected in Fundy Royal

Fundy Royal will have a Conservative candidate as MP for the fourth time in a row.

Conservative incumbent Rob Moore nabbed 58 per cent of the vote, followed by by NDP with 28 per cent.  The Liberals took 9 per cent of the vote and the Greens cashed in the remaining 4 per cent.

The riding of Fundy Royal is a large one, stretching from Riverview to Quispamsis, but Moore says the issues are similar from one community to another.

Moore says the economy is a top issue for his constituents.  He says a strong economy allows the country to pay for priorities like a strong health care system, a strong education system and lower taxes for families.

Moore says he is honoured to be re-elected and is ready to hit the ground running first thing tomorrow.
